Gaines was born at Lebanon Aug. 12, 1878, the son of Mr. and Mrs. Abner P. Gaines, early Oregon residents. In that year Gaines joined the Salem police department and served for several years under Chiefs Ira Hamilton and Frank Shedeck. Entering the contracting business, he moved to Oceanlake and remained in that city until returning to Salem four years ago.
