The 1880 Census of the North Salem District of Marion County shows a Lafe KAISER family. Lafe is age 26 and probably has the nickname for Lafayette. The wife of Lafe is named Estelle, age 21 and matches fairly closely with the name shown on the marker as Estelle. 
The name on the Lot Ownership Map is spelled KAISER. Fredric L. KEIZER was the first burial in the lot and he died of Scarlet Fever and was recorded as the son of M. L. & Estella who lived 4 miles north of Salem. The lot was later sold to James Plant (IOOF Sexton) in 1937 and he resold lots to Bennett and probably others.
