OBITUARY:
HEART ATTACK TAKES ALDERMAN CHARLTON;
Had Been Assistant Salem Police Chief
E. Carl Charlton, 65, city alderman and former assistant police chief, died unexpectedly Monday at his home, 345 23rd St. SE. A heart attack was believed cause of death. In the middle of his second term on City Council from Ward 4, Charlton was stricken about 2:45 p.m., after attending the weekly pre-council luncheon at Hotel Marion. The late alderman reportedly had no previous indications of a heart ailment. A native of Salem, Charlton served as assistant police chief under Chiefs Frank Minto and Clyde Warren from 1939 to Dec. 30, 1951, when he retired. He joined the police department as patrolman in 1929. Elected in 1954 Charlton was first elected to City Council in November, 1954 and was re-elected in 1958. During his 23 years of police work, his career covered every phase of law enforcement duties. He was a onetime president of the Northwest Police Officers Association. Mayor Russell Bonesteele, shocked at word of Charlton's death, called the late alderman "a hard and diligent worker in city affairs and always interested.
A Close Friend
"Speaking on behalf of the city's employes," said City Manager Kent Mathewson, "we always considered Mr. Charlton a close friend. We are very regretful to learn of his sudden passing. Police Chief Warren, under whom Charlton served for two years, praised him for his long service to the police department. City Hall flag was flown at half mast Monday following his death. At the evening council meeting, a 10-minute recess was called by Mayor Bonesteele as a tribute to Charlton. Planned Two Ordinances At his last huddle with fellow aldermen at the Monday noon session, Charlton spent considerable time discussing two ordinance bills he planned to introduce at last night's council meeting as amendments to the heating and electrical code. Charlton's death confronts the council with two vacancies. Effective Dec. 1 is the resignation of E. S. Ritter, who is moving outside the city.

Funeral arrangements are pending at W. T. Rigdon Mortuary for City Alderman E. Carl Charlton, 65, who died unexpectedly Monday at the home, 345 23rd St. SE. Charlton, who previously had shown no signs of ill health, had driven with his wife to Portland Monday morning and then attended the weekly pre-council luncheon at Hotel Marion. Shortly after arriving home from the meeting, he complained of chest pains and a stiff neck. He died before a doctor could reach him.
Native of Salem
The former assistant police chief, a native of Salem, spent virtually his entire life here. He was born April 15, 1894, his parents being the late Mr. and Mrs. Charles M. Charlton Sr. His father later was head of the Federal Parole Board in Portland. Charlton served in France with the Army in World War 1. He was married to the former Miss Luella Patton here in 1925. Prior to joining the police department as a patrolman in 1929, he was employed briefly at the State Prison and State Traffic Division. Charlton has served Ward 4 in Southeast Salem as alderman since 1954 after retiring as assistant police chief in 1951. He was a member of American Legion Post 9, Salem Veterans of Foreign Wars unit, Veterans of World War 1 Barracks, and Salem Kiwanis Club, and First Congregational Church. Surviving besides the widow, Luella, Salem is a son, Robert P. Charlton, North Hollywood, Calif.; brothers, Charles M. Charlton, member of Salem Fire Department and Harold M. Charlton, Milwaukie, Wisc.; sister, Mrs. Ila M. Foster, Estacada; and three grandchildren.
