His family lived in Gervais - and it is not clear as to why he was thought to be buried here in the Salem Pioneer Cemetery. He may very well be buried in Gervais.
OBITUARY: 
KILLED by RAILWAY TRAIN -- A half-breed was killed by the evening train last night near Gervais. We could not get his name, but learn that he left Gervais about half an hour before train time, and pretty well filled with bad whisky. We obtained the above facts from Frank Wilson of the Chemeketa.

KILLED by RAILWAY TRAIN -- We mentioned the death of a man near Gervais, on Saturday night last.  The following is the finding of the coroner's jury:
We, the undersigned, a jury summoned to examine into the cause of the death of Joseph Jodean, who was found lying near the railroad track in the town of Gervais, at 6:30 p.m., Nov. 27, 1875, do hereby certify that to the best of our knowledge and belief, from the facts presented in evidence, a careful examination of the body and the place where the accident occurred, Joseph Jodean came to his death by falling through a cattle guard and across the track of the railroad while attempting to cross while in an intoxicated condition and was run over by the approaching train.
